Der junge, sympathische Bauingenieur Thomas Reuterer (Horst Naumann) hat alle Hände voll zu tun: er muss sich um den Betrieb des höchstgelegenen Stausystems in Europa kümmern, ein Meisterwerk der Ingenieurskunst, das amFuße des Großglock- ners liegt. Doch nicht nur beruflich, sondern auch privat gerät er in allerhand turbu- lente und zum Teil auch gefährliche Situationen: er muss sich mit Halbschuhtouristen herumärgern, Bergsteigern zu Hilfe eilen oder auch Kinder vor dem Ertrinken im Stausee retten. Unangenehm verläuft auch die erste Begegnung mit der jungen, hübschen aber auch äußerst resoluten Dorflehrerin Maria (Doris Kirchner), die ihn zunächst alles andere als sympathisch findet. Im Laufe der Zeit ändert sich das jedoch, und aus der anfänglichen Abneigung wird gegenseitige Sympathie. Am Ende hat sich dann auch die letzte Wolke über Kaprun verzogen...
