This stamp was issued in 1977 to commemorate the adoption of the new Constitution of the USSR, which was proclaimed on October 7, 1977. The Constitution was the third and final constitution of the Soviet Union, and it declared the USSR as a “socialist state of the whole people” and a “union of equal sovereign Soviet socialist republics”. The Constitution also granted more rights and freedoms to the citizens, such as freedom of speech, press, assembly, and religion. However, some critics argued that these rights were not fully respected in practice, and that the Constitution was mainly a propaganda tool to legitimize the Communist Party’s rule.
