Based on the novel The Eagle Has Landed by Jack Higgins, the film is about a fictional German plot to kidnap Winston Churchill at the turning point of the Second World War. The Eagle Has Landed was Sturges' final film, and was successful upon its release

Admiral Canaris, head of German military intelligence, is ordered to make a feasibility study of the seemingly impossible task of capturing the British Prime Minister Winston Churchill and bringing him to Germany. Canaris considers that although Hitler will soon forget the matter, Himmler will not. Fearing that Himmler may try to discredit him, Canaris therefore orders one of his officers, Oberst Radl, to undertake the study.

Karl, a member of Radl's staff, finds that one of their spies has provided the intelligence that Winston Churchill is to visit an airfield near the village of Studley Constable in Norfolk, where Joanna Grey, a Nazi sleeper agent, lives. Radl comes up with a scheme code-named 'Eagle', where the kidnapping will proceed with German troops leading the action. Himmler summons Radl and unofficially tells him to go ahead, without notifying Canaris but with Hitler's knowledge, and provides Radl with a letter of authorization seemingly signed by Hitler himself.
